New recruitment plan

This change to the letter writing component of the recruitment plan is passed.

Recruitment plan for this year

So, the plan for recruitment this year is to engage the new recruits who come to the first meeting in a letter writing campaign if they want to volunteer. We want to have some DAC vets go with them to get letters signed at student groups that are friendly to us and that we have some kind of partnership with. This way the new recruits get engaged from the onset and don't feel too overwhelmed because we will be there with them and because the student groups are likely to be sympathetic to the cause.
